MARKUS ELDERER MUST BEWARE OF LEAHY'S LAW: THESE GERMAN MACHINES WOULD BE USED BY BOKO HARAM AGAINST BIAFRANS




The APC led government headed by the tyrant, Buhari, took it upon itself to murder truth and democracy, to silence those saying the truth, as well as convict and detain those who dare oppose his abuse of power.

On Monday night, 6th of June, 2016, the German government revealed it would commence the supply of military hardware to support Nigeria in order to address security challenges before the end of 2016 as requested by Buhari on his visit to Germany at the last G-7 ceremony summit hosted by Germany. Germans are to understand that selling arms to Nigeria would mean breaking the Leahy Law, passed in 1997 by amending the foreign Operations Appropriations Act. It prohibits the German from exporting arms to “any unit of the security forces of a foreign country if the Secretary of State has credible information that such unit has committed a gross violation of human rights.”

The Leahy Law’s three-stage vetting process is stringent. It begins with the appropriate embassy carrying background checks on the individuals or units applying for assistance, by analyzing the Department of State (DOS), International Vetting and Security Tracking (INVEST) system, or even interviewing individual victims where necessary.
If any credible information is found, the embassy can ban further support or refer to Washington.

In Washington, the Bureau of Democracy, Human Rights, and Labor (DRL) receives the results of the ambassadorial vetting and conducts investigations of its own. Lastly, if further review of the information is required, then DRL will assemble a broader team of State Department representatives, who may request further information from the embassy in the country in question before a decision is made. With such a meticulous evaluation process, it is puzzling that there is any expectation that the Nigerian  government will possibly pass the test.

Indeed, the Nigerian military is currently being investigated by the International Criminal Court (ICC) on charges of illegal killings of Biafra protesters and unlawful incarcerations. On May 30th, 2016, innocent Biafrans who gathered to celebrate her fallen Heroes anniversary were brutalized by the combined Nigerian Forces. At least 700 were feared dead, over 200 were injured while many are missing till date. Many others are also being arbitrarily arrested, while an additional uncountable others have been extrajudicially executed by Nigerian security forces headed by the arch-genocidist, Muhammadu Buhari.

Muhammadu Buhari, seems to be either thoroughly naive or thoroughly complacent. Buhari’s questionable relationship with reality came to the forefront once more in December 2015, when he declared that Boko Haram had been “technically defeated". One is forced to ask, what then does Buhari need weapons for since Boko Haram has been defeated according him? And worryingly, fulani herdsmen of the Fulani tribe also seem responsive to the clarion call of Islamic extremism, launching systematic attacks on the people of Biafra, at Enugu and Agatu, Biafra land, etc under the command of Buhari.

Terrorism and human rights abuses aside, the country Nigeria according to UK Prime Minister, David Cameron is "frantastically corrupt.” And despite Buhari’s spokesperson, Garba Shehu retorting that Cameron “must be looking at an old snapshot of Nigeria”, the evidence suggests otherwise. In a survey of 168 countries carried out by Transparency International in its annual Corruption Perception Index, Nigeria ranks thirty-second from bottom.

In a country like Nigeria, adding weapons contracts would only fan the flames of corruption and provide, quite literally, further ammunition to an Army of Boko Haram, Fulani herdsmen, the Dss, Navy and Police, etc that are already disregarding human rights, thereby making the lives of Biafrans miserable in their homes, killing and maiming Biafrans that are currently agitating/demanding self determination of the sovereign state of Biafra.

It's clear that the German government are misinformed on the malevolent attitudes and all manner of servitude, maltreatment and evil deeds being meted on Biafrans from 1967 till date. Arming a terrorist like Buhari with weapons to fight terrorism in the state is very awkward in the sense that a terrorist cannot claim to fight terrorism, a blind doesn't lead a blind - never! A civilized country such as Germany shouldn't be easily deceived by a clueless president Buhari that is without a certificate. The Germans should firstly carry a background check on Buhari beginning from the era when he was a millitary junta till date and avoid making a hasty decision to avoid regret in the nearest future.

Are the Germans not aware that Buhari has the largest bloods of innocent Biafrans and Shiites he murdered in his hands? Are they not aware of the genocide in 1967-1970 against the indigenous People of Biafra? Are they not aware that Buhari is a pedophile? Are they not aware that Buhari is an ex coup plotter? Are they also not aware that Buhari committed crimes against humanity since he assumed seat of power under his supposedly democratic dispensation?
Germans ought to know that Hitler Buhari is a pathological liar, arming him is the end for not only Biafrans, but humanity as a whole.

If the German government value human lives, if they are touched by the starvation of Biafra kids and the massacre of over 3.5million Biafrans in 1967-1970, if they believe in self-determination enshrined in the UN charter and if they are sincere, then they will heed to the advice of the Biafrans never to lend arms to Buhari, otherwise they will be held complicit in the holocaust that their machine would generate.
